Multi-stage controls have multiple operating stages they can engage to provide heating. They run a lower stage most of the time but activate additional stages when maximum performance is needed.

To determine the stages of the system, examine the wiring of the existing low-voltage thermostat. Single-stage systems have one terminal designation for cooling; multistage ones have multiple.
