Overlapping abrasive flaps are attach to a backing plate to provide a stable base. As the abrasive and backing material wear away, new abrasive is exposed to prolong the usable lifespan. Flap discs are more flexible than grinding discs, so they're less aggressive and produce a smoother finish.
