Sometimes called PSA (pressure-sensitive adhesive) discs, they have a sticky backing that attaches to a compatible smooth-surface backing pad. Adhesive-backed sanding discs cannot be reapplied after removing, so they're a good choice for applications where grits aren't changed frequently and the abrasive is fully used before changing.
